How It Works
A petitioner files in district court, and a judge can issue a temporary ex parte HRO the same day, often before the respondent knows anything was filed. The respondent then has the right to demand a hearing, where both sides present evidence and testimony. An HRO differs from an Order for Protection (OFP): an OFP is reserved for domestic abuse between family members, intimate partners, or household members, while an HRO covers harassment between anyone. Violating either order is a crime in Minnesota.
